Is it illegal to provide services for payment without a business license?

Is it illegal to provide services without a business license? I know someone that was harrasing another person that was offering legitimate services, although they didn't have a business license yet. does anybody know what the law says?

1. It depends on WHERE you are. In the US, most business licenses are issued at the CITY level. Some businesses are not required to have a license and the rules vary WIDELY form city to city.
